Elgin's 3 new Councilmen, Richard Dunne, John Prigge and Mike Warren were sworn into office last night along with already sitting Councilman Bob Gilliam. Former Councilman John Walters was presented with a picture of the Lord's Park Pavillion and then vowed to continue to be active in helping the City of Elgin become a better place. Councilman Juan Figueroa wasn't present but sent someone in his place to receive the proclamation he received from the city.
